The floating body is connected with the submerged body by the strut, and a wind velocity transducer, a wind direction transducer, a satellite antenna and a solar panel are arranged on the upper portion of the floating body; a power generator, a pair of mesh gear, a centralized control center, a storage battery, a GPS (global positioning system) module, a distribution board, main units and a line concentrator are arranged in an inner cavity of the submerged body; the strut is a hollow strut, a perpendicular gear shaft is arranged in a middle cavity of the strut, a measuring panel which is positioned at a sea level position is fixedly connected to a side of the upper portion of the gear shaft, wave measuring transducers are distributed on the surface of the measuring panel, the lower end of the gear shaft extends into the submerged body to be connected with the pair of mesh gears, and the pair of mesh gears is connected with the power generator; four screw propellers are uniformly arranged on the outer periphery of the submerged body, and each screw propeller is connected with the corresponding main unit by a main unit shaft.
