The high-performance environment-friendly type water-based intaglio plate cleaning solution comprises the following components in parts by weight: 6-10 parts of a non-ionic surfactant, 3-6 parts of an anionic surfactant, 1-3 parts of a solubilizer, 2-6 parts of a detergent auxiliary, 0.3-0.7 part of an antifoaming agent, 0.3-0.6 part of versene and 60-90 parts of water. The preparation method comprises the following steps: firstly dissolving the detergent auxiliary with water, adding the anionic surfactant and an appropriate amount of water, and stirring for dissolving the detergent auxiliary and the anionic surfactant; then dissolving the non-ionic surfactant with the solubilizer; mixing two solutions, adding the remaining water, the versene and the antifoaming agent, and uniformly stirring the solutions, the water, the versene and the antifoaming agent so as to obtain the water-based intaglio plate cleaning solution.
