The invention provides a governing 
system for underground water subjected to 
seawater intrusion, and a construction method of the governing 
system. According to the conditions of geology, 
topography,an underground 
quaternary aquifer and the natural slope of the 
aquifer from the upstream part of an underground 
water area to a 
seawater intrusion water inlet section, a 
seawater-preventing dike is constructed at a 
seawater intrusion water inlet, and a plurality of automatic opening-closing valves are distributed on the seawater-preventing dike; and under the condition of the seawater normal waterlevel elevation or tidal 
wind wave water level elevation, the seawater-preventing dike can thoroughly block a 
seawater intrusion water 
inlet channel, thus seawater cannot invade the inner side of theseawater-preventing dike in an intrusion mode, and water on the inner side of the seawater-preventing dike utilizes natural hydraulic 
kinetic energy generated by upstream underground water of the underground 
water area through the downstream slope to break through valve plates of the automatic opening-closing valves to be discharged. According to the governing 
system, the self-cleaning function of a 
seawater intrusion area is achieved, thus the governing problem of the seawater intrusion area is solved, 
ecological self-restoration is achieved, the environment is protected, and the cost is saved.
