field function. Meanwhile, the evacuation direction of people is determined according to the negative 
gradient direction of the force 
field function. In this way, the problem that the modeling is difficult for the complicated disaster environment can be solved, so that the 
problem description is simpler. Meanwhile, the computational efficiency of an 
algorithm is simultaneously improved. Moreover, the following factors are taken into consideration for 
emergency evacuation planning: the positions of to-be-evacuated people, the distribution of evacuation shelters, the capacities of evacuation shelters and the like. Therefore, the timely evacuation and guidance is provided for the to-be-evacuated people. During the solving process of the 
algorithm, the real-time remaining capacity parameters of 
emergency evacuation shelters are adopted as gravitational coefficients, so that the capacities of 
emergency evacuation shelters are balanced during the entire evacuation process. Therefore, a large amount of evacuation time is saved. Along with the increasing state of evacuated people, the advantages of the 
algorithm are increasingly significant.
