The invention discloses a seedling raising substrate for wind prevention and sand fixation plants. The seedling raising substrate is prepared from municipal sludge and biomass charcoal in such a manner of aerobic composting. The invention also provides a preparation method of the seedling raising substrate. The seedling raising substrate for the wind prevention and sand fixation plants is prepared by carrying out aerobic composting on the raw materials (municipal sludge and the biomass charcoal) and adding a certain quantity of water-retaining agent and plant growth regulator to the raw materials; the seedling raising substrate is rich in nutrient elements such as organic matters and nitrogen phosphorus and potassium, and also has strong microbial activity; the plants cultivated by use of the seedling raising substrate have prosperous root systems; the substrate is applied during transplanting so that the rejuvenation period of the transplanted plants can be shortened and the survival rate of the transplanted plants can be increased; in short, the seedling raising substrate is highly suitable for afforestation and grass planting on difficult sites such as droughty desert areas.
