The invention relates to a segmental assembly type pier with cascade performance and a construction method thereof. Comprising a cover beam, an RC section with a mortise and tenon joint structure, a UHPC section, a replaceable RC section ring, a bearing platform, an unbonded prestressed tendon for applying prestress, a common energy-consuming reinforcing steel bar, a high-strength energy-consuming reinforcing steel bar and a steel hoop. The UHPC section is inserted into the bearing platform, and a replaceable RC section ring is arranged on the periphery of the UHPC section; the upper ends of the UHPC sections are inserted into lower end grooves of the RC sections with the mortise and tenon structures, and the multiple RC sections with the mortise and tenon structures are connected up and down in a tenon and mortise connection mode; the common energy-consuming reinforcing steel bars and the replaceable RC section rings are cast into a whole in situ, and the end parts of the common energy-consuming reinforcing steel bars are respectively connected with the bearing platform and the end parts of the RC section energy-consuming reinforcing steel bars through mechanical threaded sleeves; the high-strength energy-dissipation steel bars penetrate through the UHPC section from the interior of the bearing platform to the middle of the upper RC section and then are grouted. The device has the advantages of stair deformation, graded energy consumption, controllable damage, replaceability of damaged components after an earthquake and the like, and can be suitable for bridge engineering with different fortification standards.
