A method and apparatus that systematically prompts staff, patients and visitors at care facilities to perform handwashing at critical time periods, for example after touching a toilet flush handle or upon entering or leaving a patient's room. A plurality of detectors are used to sense whether a person has entered an area and to determine whether the person has cleansed their hands within a predetermined period of time before entering the area or leaving the area. If it is determined that the person has cleansed their hands within the predetermined period of time, no prompting message is generated. If it is determined that the person has not cleansed their hands within the predetermined period of time, an audio / visual warning message is generated.

A device for dispensing liquids from under the rim of a toilet by way of the toilet flush water is disclosed. The device includes a first arcuate bottle containing a first liquid and a second arcuate bottle containing a second liquid. The dispensing device has an arcuate base for holding the bottles. A wicking device supported by the base conveys liquid from the bottles to dispensing positions contacted with flush water. A hook is provided for suspending the base from a toilet rim. The majority of the upper surfaces of the bottles are not visible from above the rim of the toilet bowl when the dispensing device is installed on the rim, and the wicking device does not extend outward beyond an edge of the base. A mechanism for raising and lowering a toilet seat in response to actuation of foot pedals. An actuation cylinder with a contained piston is connected between the toilet bowl and the toilet seat. Water from the supply line for the toilet is routed to the actuator cylinder when a seat up pedal is depressed and causes the piston to extend out of the actuation cylinder and raise the seat. Operation of a flush pedal causes the water within the actuation cylinder to drain so that the toilet seat lowers. A mechanical linkage from the flush pedal to the flush mechanism of the toilet links toilet flushing to the seat lowering action, ensuring that the seat is lowered after each flush.

The system comprises a rainwater tank for storing rainwater collected from a roof top and a grey water tank to store grey water collected from a shower or bathtub. The rainwater is used to augment the grey water supply through a self regulating valve. Domestic water can also be used to replenish the grey water tank. A demand amount of grey water is pumped from the storage tank to at least one toilet tank. The system is controlled by a controller using pressure sensors and temperature sensors. The invention may include a solar heating circuit coupled to a domestic water heater. In one example of the invention, the system stores grey water in a bathtub and supplies it to toilet tank.
