rope cables; and the 
rope cables and the position-control cables are arranged in a same direction with tides. Float balls are tied on the rope cables, such that the rope cables are positioned on 
surface water; weights are tied on the position-control cables, such that the position-control cables are positioned in shallow water. Therefore, stereo V shapes are formed. Two ends of 
seedling ropes are respectively tied on the rope cables and the position-control cables, wherein an included angle formed by two 
seedling ropes is 135-150 DEG. When the device is used for raising seedling, the seedling ropes are in stereo V shapes, and are distributed in different water levels, such that a well-spaced 
layout is formed, and the damage caused by siganus which is regularly active in a same 
water level can be effectively prevented. With the device, a stereo grid structure is established, and siganus damages can be prevented. Under the 
impact of wind and 
waves, stable culturing facility and structure can be maintained, and seedling growth and maintenance time can be ensured.
